President-elect Juan Manuel Santos is fleshing out the cabinet team
that will accompany him when he is inaugurated on 7 August. During a mini tour
of Europe last week with his future foreign minister María Angela Holguín,
Santos named four more ministers. The most intriguing was Juan Camilo Restrepo
as agriculture minister. Santos has pinpointed agricultural development as one
of five “locomotives" of growth, along with energy, infrastructure, housing and
innovation. Restrepo said that one of the main challenges he had been set was a
major agrarian reform, consisting of returning land to those displaced by
